I would call invisibility the trait of a *competent* government agency, not necessarily a _good_ one. People can be invisibly fucked over by the state; that's the definition of a successful CIA operation.

That said, would be nice to have good -and- competent government.

A good government agency is nearly invisible. You have safe food, clean water, stable power etc and you never have to think about it. The best societies have boring bureaucracy notices in the paper and not much else.
