After lawsuits led a federal judge on Monday to bar agencies from enforcing any remaining elements of Trump's spending freeze, the EPA Tuesday directed agency officials to allow disbursement of funds from at least some programs under the bipartisan infrastructure law and Inflation Reduction Act.
