Is it because in the IS sidewalks are literally an easement on private property rather than on the city-owned road right of way?

depends on the state. in WA sidewalks are in the right-of-way, never an easement.

Not necessarily. And if even if it is, where roads are wide enough the city can allocate space from road to sidewalk is it wishes.
