Four officers lined up on the opposite side of a chain link fence determined he was a threat, a 17 year old with a kitchen knife walking towards them - not the other people in the yard - and executed him. That’s what it looked like to me.
Auto shop across the street. Didn’t know the family and didn’t know he was non-verbal, autistic, and had cerebral palsy. Saw Victor in the yard and thought he was a drunk chasing family with a knife (Victor was having an incident) and called to report a domestic dispute.
The auto shop owner and his son have met with the family. They seem heartbroken over their role. The family doesn’t seem to be angry with them so much as with the police - at least the aunt they met with.

He was also holding the knife, not brandishing it.
He was more of a threat to himself than to anyone else.
There is also no way they needed to fire 9 shots. This was a murder, plain and simple.
