Taxi and Uber/Lyft prices have gone totally insane. The subways are very difficult for people who are less ambulatory. Maybe you have the cash cushioning for this sudden change but not everyone does.

This is just dressing up a reactionary conservative position to seem progressive. Piscopo doesn't care about disabled people he cares about himself. Congestion pricing exempts the disabled, funds MTA accessibility upgrades and dramatically increases the effectiveness of busses.

There's disabled and then there's "god, my feet are really bad today even with Advil, I can't do the stairs, but the sudden jump in car fees make taking one impossible." This isn't Piscopo talking, this is me caring for the people in my life.

There are a zillion other ways to fund the MTA.
