The modern version of “if a tree falls in the forest and no one hears it - does it make a sound?”…is if you honk at a Waymo stopped in traffic does the algorithm hear it? And does it give a shit?

They can/should hear it, but reported results have been very mixed, AFAIK. A couple videos show them moving out of the way after a Muni bus or car honked at them, eg:
