the story in my School is that scrapping this legislation won't help our numbers because it leaves the problem we were facing earlier - very slow rate of visa approvals for international students - intact

I suspect that’s true - the ministerial directive was being used as a pretty blunt instrument to restrict numbers even before caps. It’s such a mess
