This is misinformation spread by non-Natives who want access to Native lands and people. I found a basic explainer for journalists that includes links to court cases confirming Sovereignty. This is super badic stuff.

The 1924 Indian Citizenship Act and the Indian Reorganization Act of 1934 created the idea of blood quantum…and acknowledged our right to form nations and write constitutions that defined tribal citizenship, but only with the Department of the Interior’s approval.

I knew it's awful (land acknowledgments =/= actual action) but tribal gov'ts are actual gov'ts and the idea that they didn't have a say in research in their sovereign territories is awful.
