In my books, PM Carney should have made this decision himself.
Perhaps he did, & allowed Mr Chiang to publicly resign, but dragging it out a few days, was unhelpful & sent the wrong message

the man is a negotiator, not a politician.
He needs to 'I love Canada, Canada is my HOME,' a lot more earnestly to earn our trust, because that banker background is going to keep most everyone wary of his promises.
Maybe not flannel shirt and cowboy hat, but almost.
Why is he there?
This was a negotiated resignation. Chiang admitted fault and apologized, “resigned” a day and a half later. Carney doesn’t lose the support of Chiang’s supporters for firing him, Chinese government is placated, shitty candidate is gone.
