Several studies have tried to pin down how much counties get in these fees, and not only do most places not really track it, some admit they may (who knows?!) spend more trying to collect it than they actually collect.

Harmful to returnees AND net fiscal loss. Lose-lose, but for the cruelty.

How is there a DNA test for a speeding ticket? Do they just swab everyone to see if they can pin something on them (or is this only done for disfavored classes)?

They just add all sorts of “fund these parts of the system” fees to things.

It’s not for YOUR test, it’s just for the general upkeep of the lab (or something similar).

TN has an indigency fund for monitors, but don’t know what the cutoff is for “indigent”. It’s definitely a grift to make people pay to comply with a sentence they have no choice but to comply with.
