The only strategy I see is to divide the world among totalitarian regimes. Trump wants to let Russia expand in Europe, while he expands into Canada, Greenland, etc.

I agree there is a strategy and the move to shut down USAID is part of it and another gift to Putin. Ukraine has received more than $30 billion in USAID funds since the full scale Russian invasion. So shutting down USAID removes another source of support for Ukraine and increased the pressure.
