Sometimes, pushing up the z-index doesn’t solves my problem. I also throw an isolation isolate and nothing happens. Then I just give up or bring in a portal

z-index is never unbeatable; it’s contained within its enclosing stacking context, so some other stacking context can get on top.

To be fair, I said nothing about guaranteeing it'll always be on top. Stacking contexts, etc.
