That's exactly right. Usually when pro-Ukraine people make some point about how helping Ukraine is a cost-effective way to diminish Russia or whatever, they're doing it in an attempt to appeal to people's sense of self-interest or enlightened self-interest you might say.

Same thing with foreign aid. I've seen some leftists complaining that there are American and British people opposing cuts in foreign aid on the grounds that it's good for soft power, but again, it's pretty obvious that this argument is used to try to appeal to people's enlightened self-interest.
