This, I think. Retaliatory tariffs are still tariffs, and tariffs are bad. But there are many other levers.

Including, since the current US presidents have very identifiable personal business interests, individual sanctions.

If the UK does retaliate, it can probably achieve more using non-tariff instruments than by raising tariffs. Options that could be on the table:

Taxes aimed at US tech entrepreneurs (as Gabriel Zucman has suggested)
Weakening intellectual property rights for US firms
Destination-based taxation
