The 1st Trump admin assumption about Ukraine looks like it was "we can bully them into deals they'll be too stupid and desperate to notice give them nothing", the 2nd seems to have been "bullying them in public will force them to bend". Both of them are a big mistake.

Have they got their evaluations of Ukrainians from Russia? Who knows. But given the proximity of several administration figures to the Kremlin, their very limited foreign policy experience, and their distrust of professional civil servants, it's not impossible.

The other possible reason they made a mistake about how Zelensky, the wider Ukrainian govt, and the Ukrainian people would react to bullying and attempted extortion is ignorance about recent Ukrainian history.

Strong-arming US politicians worried about their futures or the soft political elites of other Western countries is one thing. Trying it with Ukrainians who've individually and collectively lived through both the war and Ukraine in the 1990s is, I suspect, something else.
