In 1988, the FAA required new aircraft seats to withstand 16x the force of gravity — 16g. It is likely that because of that decision, in part, that everyone survived today's Delta crash. As @PeterGoelz said tonight it was an instance "where a government regulation saved lives."

those pesky federal bureaucrats, saving lives again
I believe those same bureaucrats after years of struggle, mandated that the materials used on Aircraft interiors be fire resistant, so people didn't die from smoke inhalation
Add a safety factor of 20% or so and engineering target set.
This is a corollary of the rule on why you see weird product safety warnings.
