The short answer is "no." Every office is technically it's own independent business. So each lawmaker gets to address HR issues as they deem best. Some, naturally, do better than others. There are general ethics guidelines and other rules.
…sort of. The Congressional Accountability Act applies most labor laws to Congress. The Office of Congressional Workplace Rights enforces them. But I’m actually not sure if Members of Congress are protected, or just staff.

There IS an HR function outside of member & committee offices, but none within them; totally their call regarding how they want to handle things — or not handle them.
