ESTA has been around since the 9/11 Act of 2007. It is used to precertify entry into USA so you don't get turned back at port-of-entry.
All of Europe will be implementing similar precertify procedure in 2026, called ETIAS.
This precertify is for all visits shorter than those requiring a visa.
