Not sure Ontario’s anti-developer culture is any stronger than ours in BC. I think the difference is that there is an emergent pro-home culture that in BC is a bit ahead of Ontario.

My personal and professional experience is that, at least within the last 5-10 years, it's dramatically different. I could imagine them being on a similar track over a longer time horizon. I'd love to see long-duration polling on attitudes towards developers.

I don't know about Toronto, but out here in Sprawlville, DCs have historically been used to avoid raising property taxes. That's how Hazel got away with near zero tax increases for decades. Then once the city was built out, she retired and dropped a flaming bag of 💩 on her successor's doorstep.

In June the Province enacted Bill 185 which among other things removed a phase-in where cities had to phase in DC increases over 5 years, so I'm guessing with the removal of that they just did the full increase as of June (and again, Perks lies for some reason and says DCs are phased in over years)

Toronto also has more cranes in the air than any other north American city. Infrastructure is aging and needs to be replaced. You can't just omit that infrastructure that were laid before 2000 need to be replaced. Climate change is hitting it even harder too. Don't just @ cities when they need help
