Air space around major airports is ALWAYS busy. The people involved are always moments away from losing situational awareness if they're not paying attention and thinking ahead.
No evidence either that any of Trump's actions served to keep government operations, including the military or air traffic system, functioning in a steady and reliable way. He immediately threatened the employment security of numerous federal employees and military personnel.
