yeah if i do something wrong it's illegal, if someone in power does something wrong its unlawful and they get a slap on the wrist at most.

Illegal means that it is against law.
Unlawful means it cannot be enforced in law.

Streisand effect - the more the Police behave like this, the more issues it can cause. There's always been a consent to being "Policed", but that can and has been consistently eroded by behaviour like this.

The problem is that there is little incentive for the police not to make unlawful arrests when the consequences are so paltry.
If someone influential needs some muscle to quash dissenters at an event, the police will do it.
