Yes, everyone gets it, but the rich will pay more in new taxes than they get in basic income. It just works better that way versus the bureaucracy to exclude them. Although in Canada, it will likely be a phased out design despite that.

It removes a large portion of the fear in making life-changing decisions, allowing people to take positive steps to improve their lives and the lives of others rather than defensive moves meant to stave off poverty.

Basic income isn't about not having jobs. It's a firm floor that needs to be underneath everyone. It boosts those with jobs. Lots of people aren't earning enough from their jobs, and live insecure stressed out lives that basic income would help counter. And UBI pilots show more entrepreneurship.

Canada is a currency issuer. Lack of money isn't the problem. And you don't even need to issue the currency first. You can do a fully refundable tax credit. Instead of testing for income on the front end, you'd just add some tax and a tax credit at tax time.
