If Compass couldn’t even fulfil the basic requirements of supplying lunches to ‘everyone’ they should not have even been in the running. If the Halal certification was removed from the RFT document, then it was deliberate on ACT’s count. The contract should be canceled.

I suspect that might well be the case….and the patients there don’t usually have an alternative option. I assume these kitchens are the same ones used for both schools and hospitals.
