If this letter is Hegseth's first awareness of the audit, then the notice is due to a mismatch in 1099s/info returns.

The letter is probably a Form CP 2000, generated by the Automatic Underreporter system, which detects mismatches between the info reported to the IRS by Forms W-2, 1098, 1099, etc. and the income, credits, and deductions the taxpayer has reported on their income tax return.
