Yes. And it picks up speed as the rate increases.
It was intentionally slow starting so people have time to make changes.

If a marquee climate policy is announced standing alongside O&G CEOs, it’s not doing what you think it is. I say this as someone thinks the carbon tax burned political capital that should have been used to curtail industrial emissions far more stringently.

That's fine. I agree targeting big emitters is far more effective but the consumer price is as well. We're currently doing both so the data is there. Stating pricing is not working (reducing emissions) isn't accurate.
I'm all for targeting the big emitters.

Ban fucking cars. Turn half our streets into bus/bike lanes and the other half into PARKS. Make transit FREE (and frequent). Build a national high speed rail network to every city. Nuclear intercontinental cruise ships. The Overton Window on this shit is heading in the wrong direction.

The carbon tax is basically the bare minimum least invasive solution. Industry, the conservatives and the media poisoned it. There are better more effective solutions but they will be even more unpopular.
