Yes, Distraction is what I keep coming back to. USA collapsed internally, rootless people jailbreaking technology, climate change there, but investments in green technology are a fad of the past. I'm just waiting for academics to become politicians.

I keep thinking of that bit in "Heavy Weather" where a protag explains that the collapsing gov't tried to elevate people by giving them laptops and ubiquitous internet access to educate themselves, but all it did was have them sink into conspiracy theories & learn how to make plastic explosives.
