You could say this about so many things. USAID. Dept of Ed. But we have representatives in Congress who are elected to hash out these arguments and write the compromises into law. Either we do it that way, or we recognize that we are in a completely new country.

The Federal IDC infrastructure is a weird system with many weird features that people justly complain about. But big Universities are massive engines of employment, regional investment, redistribution, and so on, in addition to their teaching and research functions. Tearing it down overnight is bad.
