I realize that. I’m also skeptical Putin would agree to a ceasefire. It would be better to do implement the plan asap. Macron proposed this a while ago. He should revive the idea

yes we should send troops to Ukraine , we can put them on the border with Belarus and free up the Ukrainians there and use them in the rear so they are not directly fighting Russia.

For three years I've been bewildered at the notion that sending troops to Ukraine and establishing a no fly zone would be an act of war that could result in retaliation by Russia. Article 51 of the UN Charter is clear about collective defense.

It's very specifically about the right to self defense, including collective self defense. Not a word about a ceasefire being required to activate the right to collective defense.

I'm not a lawyer, but this article appears to interpret Article 51 to allow for collective defense after a conflict has begun, even to regain lost territory (which is definitely a bridge too far for most of not all EU members).
