I was on the fence about whether it really starts with a question, like, grammatically? But given that the next words are "that is the question," I felt like it at least counted as starting with a question in some sense
Presumably something like a polar question (coffee or tea?) but with infinitives on each side. (Interesting whether there are many more examples of this)
