The judge can appoint whoever she wants to serve an arrest warrant, or more likely, summons. I would bet there will first be a summons to appear and show cause why the attorney (or officials making these reports) should not be held in contempt.

The US Marshals. She can call the parties to court and have them remanded to custody.
If the Marshals refuse, then we're in another iteration of our Constitutional crisis.
And Trump can pardon the person in 10 minutes.
