First ACARS message I've seen explicitly referencing deportees on this C-17 flight (RCH139) was sent to the pilots:

"PLEASE CALL 281-230-4600 CUSTOMS AT KIAH WITH LAST NAMES OF PERSONNEL ON BOARD AND DOB
TO QUICKEN PROCESSING"

The number is for the CBP office at Bush Intl Airport in Houston.
