Only for the 50% who make enough to pay federal taxes? Ouch! Computing who pays taxes gets more complicated (https://www.urban.org/sites/default/files/publication/26506/901527-Five-Myths-About-the-Percent.pdf) so, again, why not universal?

Yep, that's why I linked that document, it's quite interesting, I learned new things. But, if some are so poor that they don't pay any of these taxes, then can't we take care of them, too?

Ideally, yes. However, when we try to get *something* for *everyone* the American public has a tendency to think of the one person or group that should not have that thing. Then they will vote against that thing in spite of their own benefit. This is why identity politics are so effective.
