Trump's trade policy can be understood by looking at other authoritarian states & their economies dominated by oligarchs (Russia, China).

It's about the oligarchy picking economic winners & losers based on a transactional diplomacy that enriches the oligarchs.

I'm not convinced that's even the plan. The strategy is to wield power as much as possible, and it just happens that there are more ways to destroy things than to build them.
