The people were kept in check by SAVAK, a secret police force. This made the Shah a hated man. The people needed help to throw him/ and us off.

They hijacked an anti-shah revolution that was a backlash to installing the shah.
Bolsheviks did not topple the tzar too. They toppled a weak and imperfect, but a democracy.
