Can the Trump admin outright repeal NEPA? Alternatively, I gather they can appeal to SCOTUS. From what I recall of Exec Orders, they're essentially Exec branch priorities and don't carry the weight of regs, so it would seem unlikely the 1970s Exec Order would be replaced with a new Exec Order. No?
