No background checks were the point it seems. When you have younger (skilled) people with no ethical values in the gov't systems, it's not good. The narrative of young, immature kids was the wrong message. It should have been more focused on their skills and damage they could cause.

In a previous life, when I wrote code for the Federal government, I could not set foot in the building until I had security clearance. I was only able to access relevant parts of the network for the task at hand. Dev work was done in a "sandbox".
