Ministers’ words clarifying aspects of the legislation they are presenting can and have been used to understand the meaning of a bill see the House of Lords case Pepper v Hart. The Supreme Court could have sought to consider this in this case but did not. It’s relevant also to Labour‘s position now

I’m not referring to the minister’s statement, I’m referring to the Ststutory Code of Practice.

And I didn’t say it’s law either - I said that putting it all down to ‘trans activists misleading’ people is not reasonable. The EHRC and Government alike believed that people with GRCs were covered.
