Twas forever thus. We see it at the civic level too. Spend big but harp on the small things. It works because it’s repetitive and the smaller expenses are more relatable. Big budget items receive far less debate and attention than the small ones.

This cannot be said loud enough! And not only are these
conservative premiers creating massive deficits, none
of this wealth is actually reaching their
constituents. This money is ending up in their and their
wealthy friends pockets. None of it is finding it’s way
into social programs.
