Why are all the text message scammers now talking about unpaid tolls? Using zero names of actual tolling agencies?

It’s been a scam for a relatively long time now. I started getting these around last year shortly after my trip to Florida, which was weird because of how Florida handles tolls and how they work with the rental agency.
