Unless they've modified the application packages to limit the F&A, I'm hearing most universities plan to submit at their Federally negotiated rate. NIH can reduce at time of awards if it sticks. Hopefully those proposals would make it to review. ???

I'm debating whether or not it's even worth submitting one. It's been my primary plan since starting my postdoc - I'll probably go for it for the exercise and the training - but the future of research seems rough

I honestly don't know enough about the process to get to an injunction. To my (limited) knowledge, no suit has been filed so no judge can rule. On the other hand, there isn't much harm immediately if the new "plan" is reversed. Filing a poorly crafted suit could be harmful.
