Any remaining funds would be returned to the treasury. This is just impoundment of appropriated funds by a different mechanism. This would also damage to universities.

But what about biomedical research and laying the the foundation for future improvements in health and treatments of disease?

They just don’t care or think the private sector can do this, without realizing the complementary interests and skills of the public and private sectors.

I think the people in the sphere of influence right now sincerely believe that AI will completely replace scientists. For the last year or so on X there has been a lot of hype around exactly that from biotech CEOs in the silicon valley Musk/etc. group

This is what I am worried about as well. A lot of it seems designed to reduce the influence of universities and what they call their "leftist" agenda. The destruction of many scientific programs may be an unintended consequence. Very sad!

They don't necessarily care about research and improvements. Instead, they can pull back the money for (i) completely different priorities; and/or (ii) pseudoscience and dangerous/ineffective cures.

They may not succeed, but they are on the path.

What I still can't understand is what Thermo, Qiagen, Illumina, Nikon, Zeiss, BD, Biotechne, Abcam, Jax, Sigma [etc] think will happen? How much of common biotech/biomed reagent/instrument company revenue is from universities? Yet silence from them.

University biomedical research is a major source of revenue for companies that make & distribute reagents, equipment, & other supplies.There will be severe economic consequences if University research is stalled and/or cut. This will ultimate impact wall street.
