I agree. It seems extremely unlikely that they are trying to get grants flowing again. One of my concerns is that they may be hoping to delay things enough that NIH will not have time to get appropriated funds issued by September 30th, the end of the fiscal year.

They just don’t care or think the private sector can do this, without realizing the complementary interests and skills of the public and private sectors.
