The most charitable reason he might not want to get a clearance is that if such an attack were to happen, he would be free to blame the government for it without regard to the actual facts or need for secrecy. But I'm guessing there are other reasons too.

I have security clearance. The only reasons for PP not to apply are something to hide or awareness of ineligibility. For a political leader to make informed decisions, it’s a must.

It would certainly be the best if they did, but I’m sure it’s currently against the law for them to release it.
Something that I’ve often wondered though is - has he tried to obtain it and failed. CSIS is under no obligation to release that information.
