I know of a few Siggraph papers rejected for doing this kind of hardcore optimization (and Siggraph is still relatively connected to hardware as compared to other venues...)

Reviewer 2: "This might save 8x memory and 3x compute, but it is worse than SOTA by 0.1dB of PSNR, Reject"

Which would be doubly cruel since PSNR has about the same relationship to an image quality metric as, say, an ultra-processed, yellowish, plastic-consistency semi-milk “American Cheese Product”has to real cheese. 😝

Modular is a startup that does something in this direction. To be fair their goal currently is mainly to simplify deployment rather than hardcore optimization. I consider inventing a new programming language pretty hardcore, though. Afaik they raised 100M from VCs the last time.
