I distinctly remember when my typical class size went from 22-25 to upwards of 30-32 and I was seeing 175 students *every single day* in my HS social studies classes.
It would take 3 hours just to give EACH kid just one minute of 1:1 connection each day. A recipe for falling through the cracks.

Also - less kids is less work for the teacher. Which translates for most teachers to the same amount of work, but split between fewer kids so they get more teacher time.

Not to mention that if each kid has 2 parents/guardians to potentially communicate with, that's 350 contacts to try to manage...
If we truly valued relationships, leaders and legislators would build structures and supports to cultivate and sustain them.
