I wonder about that as well. It starts in January, when the president takes office, so it's not just a convenient slice of time, but I don't know how to account for the +10% starting net approval for both of them.

When I was young, R's prioritized fiscal responsibility, D's prioritized humanitarian aid. Both respectable & they kept each other in check. But then R's started equating fiscal responsibility with complete deprivation of aid rather than selectively aiding according to affordability of doing so.
