Shopify has layered methods to prevent their loss and disconnect the ability to accept payments if there is a risk of fraud or loss.
Platform isn't the same as payments and Shopify likes to use consumers confusion on that to mix messages.
Their AUP can be enforced to do things like lock the storefront, there are middle steps.
