You have to go down to the roots of the game. The roots of RPGs is DnD, and while today leveling up by Milestone is most common, the base is leveling up by achieving experience in your job - which is killing monsters.
Same goes for Zelda. If you wouldn't pick up any item, Link would stay the same strength at the end of the game.

Meanwhile, in an RPG, (with VERY few exceptions outside MMOs) you could technically stay in the beginning area forever and continue to get stronger, without any new equipment.

Keyword is "grow", collecting equipment is not character growth.
