As if visiting London wasn't already expensive enough?
Better to just charge [foreigners] admission, or perhaps offer a blanket "Museum Pass."
People come to London for many reasons. My "tourism" is visiting scholars and institutes, not museums.

Reading the responses one obvious objection is that the UK government rarely ringfences any revenue for a narrow purpose like this. Local authorities and individual institutions can't collect visa fees, so it's down to negotiating a share of income from tickets, to be introduced if they don't exist.

This would drive even more towards, and the creation of, more Air B&Bs which would be harder to tax. But yes, I agree with the principle. Many countries already do it.
