Someone from NSF told us (reviewers on upcoming panel) to download all proposals before shutdown. Was that a just in case suggestion?

It was a just-in-case suggestion, but there's also a question (we're trying to answer today) about whether panelists are temporary fed employees during panel dates only, or for the year - so check with your Program Director.

It's my understanding that panelists should not access proposals/submit reviews during any lapse. Because they are Special Government Employees during their panel service and accessing proposals/submitting reviews is part of that panel service. And, as SGEs, they are subject to being furloughed.

Matt we had this whole debate in our all-hands today, what constitutes "panel service" time? Good to know this is how BIO sees it, I'll let you know if we learn anything different (doubt it) from General Counsel.

Ad hoc reviewers, who are not Special Government Employees would be able to submit reviews.
