I think Republicans wanted a shut down. Then Trump, during a shut down, could decide to furlough hundreds of thousands of federal workers and keep them unpaid for months while the shut down continues. But he could also designate things essential (the military) and keep paying them.

One more thing on Schumer. As Senate minority leader, he should have had every Senator in lockstep in whatever direction they were going. Hakeem Jeffries was able to do it. Instead, he was in the minority opinion with no real plan. That is the opposite of leadership and why he should step down.
